Court of Appeals in the Harkenrider v. Hochul case
The attorneys for the State Board of Elections are reviewing today’s decision by the Court of Appeals in the
Harkenrider v. Hochul case. The State Board staff stands ready to assist the Supreme Court in any way we
are called upon to quickly develop a new Political Calendar for an August primary for the state Senate
and the U.S. House of Representatives. We do not foresee the June 28th primary changing for our statewide
offices, the State Assembly, Judicial Delegates and Alternates and any local offices that are scheduled to
be on the primary ballot. Whatever adjustments need to be made to the ballot access process for candidates
for Congress and State Senate for a new primary will be proposed to the court. We will do everything in
our power to inform the electorate to ensure a fair and accurate election for the voters of New York.

2022 Oxford Village Election
The 2022 Oxford Village Election will be held Tuesday, June 21 from noon to 9pm at the Oxford Fire Station located at 20 Main Street, Oxford, NY. Offices appearing on the ballot are:
1 Village Justice and 2 Village Trustees
Update to Absentee Voting
Due to NYS Election Law Section-209(2)(d) if you are issued an absentee ballot, you will be unable to vote on a voting machine during early voting and on Election Day.
Notice to Designating Petition Filers For Congress, Senate and Assembly
The March 31, 2022 order of the State Supreme Court Order (Harkenrider v Hochul, Sup. Ct. Steuben County Index No. E2022-0116cv Doc# 243) which declared the 2022 Congressional, Senate and Assembly lines unconstitutional has been STAYED pending appeal.
The means that the filing period for designating petitions will remain April 4 to April 7 and all other deadlines provided for by law are still in effect pending further court determinations. All designating petitions must be filed during that time period.
Deadline for registering to vote for the June 28, 2022 Primary.
June 3, 2022 is the last day to register in person at the Board of Elections and post mark a mailed in registration form. Mailed in forms must be received by June 8th.
Deadline for absentee ballot applications for the June 28, 2022 Primary
- June 13, 2022 is the last day to RECEIVE an application, letter, telefax, other written instrument or absentee portal request for an absentee ballot.
- June 27, 2022 is the last day to apply in person for an absentee ballot.
Early Voting for June 28, 2022 Primary is June 18 through June 26, 2022 at the Chenango County Office Building
Hours for Early Voting:
- June 18 and June 26 from 9AM to 5PM
- June 19 and June 25 from 10 AM to 6PM
- June 20, 22, & 24 from 9AM to 5PM
- June 21 and June 23 from 9AM to 8PM

The following dates are for ballot access (for a candidate’s name to appear on the ballot):
Designating Petitions dates:
The first day to circulate is March 1, 2022 and the filing dates are April 4 – April 7, 2022.
Independent Petitions dates:
The first day to circulate is April 19, 2022 and the filing dates are May 24 – May 31, 2022.
Town Caucus dates:
The first day to hold a town caucus is March, 1, 2022 and the last day to file nominations made at a caucus is July 28, 2022

Party Change Deadline is February 14th
Party change forms must be received in the Board of Elections office by February 14th at 5pm to become effective immediately. Any party change made between February 15th-July 5th shall be effective July 5th.
