County Clerk - Real Estate Forms and Information

Revised TP-584 Form

The New York State Department of Taxation and Finance has revised Form TP-584, entitled Combined Real Estate Transfer Tax Return, Credit Line Morgage Certificate, and Certification of Exemption from the Payment of Estimated Personal Income Tax. The following list highlights some of the modifications that have been made to the form:

  • A check box was added to the TP-584 for Grantor/Tranferor and Grantee/Transferee for "Single member LLC." If this box is checked by either the grantor or grantee, then the single member of the LLC must complete the added name and identification number box for the single member.
  • The grantor must now list the Statewide Information System Code (SWIS Code) for the property under the location and description of property conveyed on the TP-584. The SWIS Code for the property can usually be found on the property tax bill, or by contacting the local assessor's office. In addition, the New York State Office of Real Property Tax Services maintains a list of SWIS Codes.
  • On page 4 of the TP-584, referees are instructed that if the property being conveyed is pursuant to a foreclosure proceeding, you should proceed to Part II, check the second box under exemptions for nonresident transferor(s)/seller(s) and sign at the bottom.

New Real Property Transfer Report (RP-5217-PDF)

Effective June 1, 2013, a new one-part, downloadable, bar-coded form will be available in Chenango County. This new form will replace the current four-part carbonless paper form. Please be aware: the new RP-5217-PDF MUST be completed online AND SAVED prior to printing the form, otherwise the barcode will not be valid.

The Chenango County Real Property Tax Services Office will have several computers available to access the online RP-5217-PDF form and will offer assistance in filling it out. They can be reached at (607) 447-1490.

An original RP-5217-PDF form, with the necessary original signatures, must accompany all deeds and corrective deeds upon filing in the Chenango County Clerk's Office. We will continue to accept the four-part RP-5217, but encourage you to access the new transfer report online or in the Chenango County Real Property Services Office. Please note, however, the older four-part version will be phased out and will NOT be accepted after December 31, 2013.
